Senior Auditor

Department: Auditing & Accounting
Job Status: Full-Time

$64,000 - $72,000

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks an experienced audit manager to serve as a Senior Auditor in its Auditing and Accounting Unit. The Unit’s core function is to perform detailed, timely audits of campaigns’ financial disclosure statements and supporting documentation in accordance with Generally Accepted Government Auditing Standards (GAGAS). Responsibilities:

  • Manage a team of auditors; supervise, train, and evaluate auditors in performing audit work in accordance with Generally Accepted Government Auditing Standards (GAGAS).
  • Perform complex compliance, investigative, and financial audits of political campaigns. Overtime will be required to complete work as needed.
  • Coordinate team assignments for auditors.
  • Review the work performed by auditors; approve work papers, audit findings and audit reports.
  • Communicate with management and other CFB units on various audit and compliance issues.
  • Participate in planning activities of the audit team during the post-election period and coordinating the team’s activities with other CFB units.
  • Assist other CFB units in compliance, investigation and enforcement actions.
  • Prepare and present trainings for staff.
  • Assist in hiring of Audit staff.

Essential Skills:

Qualifications:

  • A bachelor’s degree from an accredited college and at least three years of experience in one or a combination of the following: financial administration, accounting, compliance or investigative auditing, fraud reviews, forensic accounting, budget administration, economics, finance, fiscal or economic research, fiscal management, personnel or public administration, program evaluation; or a related area; OR a satisfactory combination of education and experience in the areas described above.
  • New York City residency must be obtained within 90 days of starting the position.
  • Previous experience in performing audits in accordance with Generally Accepted Government Auditing Standards.
  • Previous supervisory experience strongly preferred.

Candidate Services Liaison

  • Serve as a primary liaison between the CFB and candidates running for New York City office.

Policy and Legal Analyst

Responsibilities:

  • Provide support for improving the clarity and consistency of policies and procedures describing laws, rules, standards, and best practices related to the administration of the Campaign Finance Program.
  • Perform legal and factual research, as well as analysis of campaign finance data.
  • Proofread, edit, format, and “Blue Book” legal documents and correspondences pertaining to policies and procedures.
  • Carry out periodic review of forms, letters, and guidance documents for required updates.
  • Help maintain Knowledge Management database of internal policies and procedures.

The ideal candidate should be familiar with and experienced in scanning and indexing of documentation. Document Processing is responsible for the intake, scanning, and indexing of a variety of documents into our electronic content management system and is also responsible for data entry into our internal database system.

Responsibilities:

  • Intake of documentation including maintenance of an Excel mail log.
  • Scanning and indexing external/internal documentation.
  • Data entry and key verification on external/internal documentation.
  • Special projects under the direction of the Director of Document Processing.

Essential Skills:

Policy and Data Research Analyst

Department: Public Affairs

The New York City Campaign Finance Board seeks a Policy & Data Research Analyst to perform original research to help inform the agency’s policy and program choices on campaign finance and voting. This position will report to the Deputy Director of Public Affairs.

Responsibilities:

  • Under the direction of the Deputy Director of Public Affairs, design and perform analysis of campaign finance records, elections and voter participation data.
  • Research policy and legislative issues related to campaign finance, voter participation, and election administration in New York City and New York State.
  • Assist in preparing reports and policy briefs on campaign finance and election performance.
  • Work with Public Affairs staff to create policy recommendations to improve the public matching funds program, voter participation, and election administration.

Essential Skills:

  • Advanced statistical analysis skills and proficiency in statistical software such as SPSS or STATA.
  • Proficiency in spreadsheet and database software.
  • Excellent written and verbal communication skills.
  • Proficiency in Word, PowerPoint, or other visualization presentation software.

Under general supervision, with broad scope for the exercise of independent initiative and judgment, this developer is responsible for the system analysis, technical design, development, testing, enhancement, and maintenance of various applications that support the Agency’s business functions. The selected candidate will be required to perform tasks related to the development of software applications and data transformation activities for the Agency.

Responsibilities:

  • Responsible for full software development life cycle, including user interface design, database development, back-end architecture, deployment and maintenance of the defined solution based on business and functional requirements
  • Design, write, unit test, and document application code to successfully deliver secure, robust, transactional and service oriented architectures.

Lead Developer

Department: Systems Administration

The New York City Campaign Finance Board unit seeks an experienced Lead Developer. We offer a dynamic work environment, training, growth potential, and excellent benefits.

Under general supervision, with broad scope for the exercise of independent initiative and judgment, the Lead developer is responsible for the system analysis, technical design, development, testing, enhancement, and maintenance of various applications that support the Agency’s business functions. The Lead developer will have their own team to supervise/manage. Responsibilities:

  • Oversee the full software development life cycle, including database development, back-end architecture, deployment and maintenance of the defined solutions based on business and functional requirements.
  • Oversee and participate in the designing, writing, unit testing, and documenting of application code to successfully deliver secure, robust, transactional and service oriented applications.

As a Lead QA Engineer you will play a central role in the quality assurance of our applications and IT systems. As part of our development team you will work closely with other colleagues including: Developers, UI/UX Designers and Project Managers/Analysts. The ideal candidate for this position will be responsible for managing a team of QA Engineers.

The ideal candidate will be attentive to detail, flexible and comfortable working in a fast-moving environment. As the Lead QA Engineer, you will provide guidance and strategic direction to the Quality Assurance Program across our customer facing and internal web applications. We are seeking candidates who have built and operated top-notch Software Quality Assurance capabilities, are proactive, focused, and have a proven track record of leading QA teams to achieve outstanding results. You must have a strong understanding of the QA lifecycle as well as software lifecycle methodologies (Agile/Iterative).

Responsibilities:

  • Lead and mentor a team of QA engineers and establish a QA test strategy that can be applied consistently by your team
  • Define and enforce quality standards and processes across all types of tests (e.g. smoke, functional, nonfunctional, manual, automated, performance/stress, regression, UAT)
  • Develop resource strategies, allocating staff, tools and specialized support as necessary to ensure that all testing commitments are met

  • Experience working with defect tracking systems, databases and version control systems
  • Experience with testing products utilizing various operating systems, application servers and network protocols is strongly preferred.
  • Experience with cross browser testing tools (ex. BrowserStack).
  • Strong experience using ALM tools such as TFS, VSTS, Azure DevOps, Jira or similar
  • Ability to develop automated tests using tools such as Selenium and/or programming languages such as C#, JavaScript, .NET.
  • Ability to communicate testing approaches in a clear and effective manner to all levels of the cross-functional team

As a QA Engineer you will play a central role in the quality assurance of our applications and IT systems. Youth Engagement Coordinator

The Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New Yorkers in elections, seeks a Youth Engagement Coordinator to lead and coordinate a robust youth voter engagement strategy for young New Yorkers. The Youth Engagement Coordinator will work closely with Public Affairs staff to assist in the overall coordination of services and opportunities to ensure young New Yorkers have a voice at the polls and have the opportunity to be civically engaged.

We are seeking an energetic, passionate, and enthusiastic candidate who believes in the power of voting and works well in a collaborative environment. The ideal candidate has a demonstrated ability to manage a portfolio of programming, is a creative thinker, and has previous experience working with and inspiring young people to take action.

Responsibilities:

  • In collaboration with the Director of Partnerships and Outreach, set annual and quarterly goals for youth engagement strategy that support the agency and division goals.
  • Facilitate and coordinate a robust youth voter engagement
  • Support content creation by providing engagement ideas for outreach on digital platforms and field work.
  • Develop peer-to-peer model for voter engagement.
  • Recruit and train student leaders for peer-to-peer education.
  • Coordinate partnerships with community organizations.
  • Provide resources to relevant organizations that support youth initiatives and other efforts by community organizations to encourage young people to vote.
  • Create and coordinate civic engagement opportunities for youth and other special events.
  • Represent CFB and NYC Votes at youth-focused community events.
  • Work collaboratively with colleagues to incorporate youth voice in relevant programming.
  • Coordinate and complete administrative reports relating to youth programming.
