Campaign Finance Board Issues Fifth Public Funds Payments

The New York City Campaign Finance Board voted today to approve the fifth public funds payments of the 2013 elections. The Board paid $3,658,111 to 114 candidates who qualified for payment today. To date, the Board has authorized payments totaling $31,453,501 to 124 eligible candidates in the 2013 elections. Details of today's public funds payments are available in the table below.

New York City's matching funds program provides public funds at a rate of $6-to-$1 for the first $175 contributed by City residents, for a maximum of $1,050 in public funds per contributor. The low-dollar match encourages candidates to raise small contributions from New Yorkers living in the neighborhoods they hope to represent, instead of relying on large contributions from special interests.

Separately, the Board voted to dismiss a complaint against the 2013 campaign of Paul Vallone, candidate in Council District 19

Lastly, Executive Director Amy Loprest made the following statement regarding public funds payments in potential runoff elections: "In the event a runoff election is necessary, after the primary election on September 10, the Board will make public funds payments to candidates in the runoff election at our regular meeting scheduled for September 12. The amount of each candidate's runoff payment is 25 percent of the payment that the candidate already received in the primary.

If the official results of the primary are unduly delayed, the Board may proceed to make payments of public funds to candidates who are reasonably anticipated to be on the ballot for a runoff. Those payment determinations will be based on the factors outlined in Advisory Opinion 2001-11, including the number of candidates whose status is uncertain, and the apparent closeness of the primary election results. In connection with the Board's determination, candidates will not be asked to make a showing they expect to be in the runoff before receiving payment."
