Campaign Finance Board Issues Second Public Funds Payments And Advisory Opinion

The New York City Campaign Finance Board voted today to approve the second public funds payments of the 2013 elections. The Board paid $3,087,893 to 56 candidates who qualified for this payment. The Board has now authorized payments totaling $26,384,377 to 100 eligible candidates in the 2013 elections. Details of public funds payments are available in the table below.

New York City's matching funds program provides public funds at a rate of $6-to-$1 for the first $175 contributed by City residents, for a maximum of $1,050 in public funds per contributor. The low-dollar match encourages candidates to raise small contributions from New Yorkers living in the neighborhoods they hope to represent, instead of relying on large contributions from special interests.

Additionally, the Board issued an advisory opinion in response to a request from the Daniel Squadron 2013 public advocate campaign. The Board determined that a run-off election in the Democratic Public Advocate primary is reasonably anticipated. With this determination, candidates in the Democratic Public Advocate primary race are permitted to accept additional contributions, up to $2,475, and deposit them into a separate bank account. Candidates may spend contributions collected for a possible runoff only on that runoff race, should it occur. Program participants in the run-off are eligible to receive a public funds grant equal to 25 percent of the public funds they received for the primary election.

The Board voted to deny a 5-02(a) petition from the Bill de Blasio 2013 mayoral campaign regarding certain matching claims that were invalidated by the Board. The Board also voted to ratify a denial of a 5-02(a) petition from the Cheryl Pahaham 2013 City Council District 10 campaign that was issued by Board Chair Father Joseph Parkes, S.J.

Lastly, the Board voted to dismiss complaints against two 2013 campaigns: Cynthia Thompkins, candidate in Council District #15 and Paul A. Vallone, candidate in Council District #19.
