Candidates for 2009 Citywide Elections File Disclosure Statements with CFB

One hundred and seven potential candidates in the 2009 citywide elections have filed required financial disclosure statements with the Campaign Finance Board (CFB) as of close of business today.
This is the sixth scheduled disclosure statement for the 2009 citywide elections. All potential candidates in the 2009 elections, including non-participants, are required by law to provide a detailed report of all financial activity for their campaigns covering the period July 12, 2008 – January 11, 2009.
The following candidates have submitted complete disclosure statements, including backup documentation required by CFB rules, as of the close of business today. While many candidates submit disclosures over the internet, backup documents can be sent by mail, as long as they are postmarked by midnight tonight.

Candidates Responding to Term Limits Extension: With legislation enacted to extend term limits from two to three terms, some candidates in the 2009 election have chosen to forgo a race for higher office to run for re-election to a third term in his or her current office.
 
An advisory opinion issued by the Board in November 2008 sought to provide these candidates with a way to participate in the Campaign Finance Program. Candidates who can show they were running for higher office by filing a Higher Office Proof (HOP) form were eligible to choose one of two options: ―freeze‖ the campaign for higher office, preserving efforts to qualify for matching funds in a 2013 race (Option 1-A); or keep the current committee, return contributions larger than the limit for the current office, and—if they wish to join the Program—demonstrate that certain expenditures would not benefit the re-election campaign (Option 1-B).
 
Financial information for ―frozen‖ campaign committees can be viewed by selecting the ―2009F‖ election cycle on the campaign finance summary page or in the searchable campaign finance database. The following candidates have submitted a HOP form as of close of business today.

February 24 Special Elections: Sixteen potential candidates in the February 24, 2009 special elections in Council districts 21 (Queens), 32 (Queens), and 49 (Staten Island) have filed required financial disclosure statements. This is the first scheduled disclosure statement for the February 24 special elections. All candidates in the February 24 special elections, including non-participants, are required by law to provide a detailed report of all financial activity for their campaigns covering dates from the beginning of their fundraising to January 11, 2009.
