Nine candidates have filed certification forms to join New York City's voluntary Campaign Finance Program for the February 19, 2013 special election in Council District 31. Candidates had to file certification forms with the Campaign Finance Board by January 10 in order to be eligible to receive public matching funds for the special election.

The following candidates have submitted certification forms:

Brooks, Selvena N
Duncan, Michael R
Flowers, Earnest
Jennings, Allan W
Kesselly, Saywalah N
Leandre, Jacques M
Osina, Pesach

The first campaign finance disclosure filings for all candidates in the special election are due on Tuesday, January 15.  All special election candidates, even those who do not participate in the matching funds program, are required to submit disclosure statements.

To be eligible for public funding, participants must also appear on the ballot, have an opponent on the ballot, and meet the two-part contribution threshold. Contribution and spending limits and the threshold for public funds eligibility for the special election are available on the CFB website. Please note that the contribution limit for this election is $1,375. Contributions from NYC residents, for the first $87, will be matched at a rate of $6-to-$1.

Board rules adopted last year requiring disclosure of independent expenditures will be in effect for this special election. Independent spenders follow the same disclosure schedule as candidates.

For more information about the election, please contact the CFB at (212) 306-7116.
