During a regularly scheduled meeting today, the Campaign Finance Board determined that the campaign of Kenneth Mitchell, a candidate for City Council in the February 24, 2009 election in District 49, committed infractions of the New York City Campaign Finance Act. The CFB characterizes certain limited instances of non-compliance as “infractions” rather than as violations for those campaigns which otherwise have strong compliance records. For details, see below:
Candidate | Office | Violation | Total Penalties | Net Public Funds Received |
Kenneth Mitchell (2009A) | CD #49 | Improper Post-Election Expenditures totaling $249.65 | Infraction | $96,014 |
Accepting two contributions from prohibited sources | Infraction |
The Board approved a post-election payment of $7,589 to Mr. Mitchell for the February 2009 special election.
The Board also determined that the campaign of Eric Ulrich, a candidate for City Council in the February 24, 2009 election in District 32, must repay $4,188.51 in public finds. Mr. Ulrich has already repaid the funds.
The Board welcomed new member Courtney Hall, a mayoral appointee, who replaces Katheryn Patterson. On behalf of the Board, Chairman Fr. Joseph P. Parkes, S.J. said, “Kathryn always maintained a clear focus on the goals of the Board’s work, and we thank her for her six years of service. I am also delighted that the Mayor has selected a public servant of Courtney Hall’s caliber to join us on the Board.”
Courtney Hall is the co-founder and Managing Director of Hillcrest Venture Partners, a venture capital firm. From 1989 to 1997, Hall was the starting center for the National Football League’s San Diego Chargers where he was a captain, four-time All Pro, and NFL Players Association team representative.
