During a regularly scheduled meeting today, the Campaign Finance Board assessed penalties against two campaigns and reviewed a formal petition challenging the amount of a public funds payment.
Penalties were assessed against the 2005 mayoral campaign of Gifford Miller and the campaign of Karlene Gordon, a City Council candidate in the February 20, 2007 special election in district 40 (Brooklyn). For a complete list, see below.
The Board considered a Rule 5-02(a) petition from Joel Toney, a City Council candidate in the February 20, 2007 special election in district 40 (Brooklyn). The petition challenged the Board’s June 16, 2008 determination to make a post-election payment of $16,349 to the campaign, claiming that an additional payment of $8,204 was due. The Board granted the petition in part and denied the petition in part, approving an additional payment of $4,175.
The Board decided to allow matching claims to be submitted after the filing deadline for statement #5 by Council candidates Frank Gulluscio (district 32, Queens) and Ruben Vargas (district 10, Manhattan), and borough president candidate Yvonne Graham (Brooklyn). The law allows the Board to invalidate matching claims submitted as part of a late disclosure filing. The claims are still subject to audit by the Board and candidates may still be subject to a penalty for the late filing.
