Candidates who wish to participate in the Campaign Finance Program for the newly announced special election in City Council District 31 must file a certification with the Campaign Finance Board by Thursday, January 10, 2013. The special election will be held on February 19, 2013.
Only Program participants are eligible to receive public funds. To be eligible for public funding, participants must also appear on the ballot, have an opponent on the ballot, and meet the two-part contribution threshold.

Information about contribution and spending limits, the threshold for public funds eligibility, and deadlines to file disclosure statements for the special election are available on the CFB website. Please note that the contribution limit for this election is $1,375. Contributions from NYC residents, for the first $87, will be matched at a rate of $6-to-$1. All special election candidates, even those who do not participate in the matching funds program, are required to submit disclosure statements. Candidates who do not wish to participate in the matching funds program still must submit a filer registration form to the CFB.
Board rules adopted last year requiring disclosure of independent expenditures will be in effect for this special election. Independent spenders follow the same disclosure schedule as candidates.
