Statement of CFB Chairman Joseph P. Parkes, S. J. on the Appointment of Arthur Chang and Richard J. Davis to the Board

Today, Mayor Michael R. Bloomberg announced the appointment of Arthur Chang to the New York City Campaign Finance Board. Last Thursday, July 2, City Council Speaker Christine C. Quinn announced the appointment of Richard J. Davis. Mr. Chang and Mr. Davis replace Preeta D. Bansal, who resigned effective February 9, 2009, and Dale C. Christensen, Jr. whose term ended officially on March 31, 2009. Both new members will join the Board for its next regularly scheduled meeting on Thursday, July 16.

“I am delighted that the Mayor and City Council have selected public servants of this caliber for the Board. Their past experiences indicate that they will be effective stewards of the Board's independent, non-partisan mission to promote meaningful participation by all New Yorkers in the city's political process,” said Campaign Finance Board Chairman Fr. Joseph P. Parkes, S.J.

The Campaign Finance Board thanks Ms. Bansal and Mr. Christensen for their service to the Board.

On behalf of the Board, Fr. Parkes stated, “Dale always maintained a clear focus on the goals of the Board’s work during his nine years of service. We will miss his wisdom and his commitment to the betterment of New York City. We would also like to thank Preeta for her service and wish her luck in her next endeavors.”

As mandated by the New York City Campaign Finance Act and the City Charter, the CFB is composed of five board members: two are appointed by the mayor, two by the speaker of the City Council, and one, the chairman, by the mayor after consultation with the speaker. The Board is strictly non-partisan, and by law the mayor’s and the speaker’s two appointees must not be enrolled in the same political party. Board members serve staggered, five year terms.
